Reading the discussion about the power structure I must agree that the
current state of power in the galaxy is to unipolar. I agree that there
should be more independant states. So I wrote the begining of an outline
for such a timeline. If people like it perhaps we could use it. It is
very rough and not complete. I am thinking of having the Dalvik District
rebel as well. In the end I can work out about 4 new states. That would
give a "succesion" feel but at the same time keep the strong TOG
government. TOG would still control almost half the galaxy. As well
these new states would not exactly like aliens or the Commonwealth.

Former Overlord Grachi manages to escape to the Commonwealth. He hatches
a plan to help the Renegades in exchange for aid in launching a coup
in the Mochov District.

6835.08.23    Jol, Middlesex County, Young Stars
Operation Apex begins. A Renegade kick murder squad begins its
infiltration to New Rome, Terra. With help from the former Overlord
Grachi. Grachi was believed to be dead but actually sent his clone to
New Rome to be executed in his place.

6837.05.01    Terra, Terran District
During May Day celebrations Emporer Nicholas Julianus Caeser is
assasinated at the Circus Imperium by a member of the Renegade kick
murder squad who was in the grav chariot races. Earlier that day
Renegade Operatives using the VLCA records given to them from
the 1st Gael Squadron Disable several key stations to delay the
propogation of the news.

6837.05.04    Terra, Terran District
Civil war erupts on the planet between three rivals for the throne.
Illustrus Senator Kulus Philipicus backed by the Praetorian
Guard, Overlord Mingus Octavian backed by the Lictor and half the
insystem Army and Navy as well as the Terran Governor. Clarissimi
Senator Quintus Deponicus backed by the other half of the insystem Army
and Navy as well as the general population.

6837.06.01    Mochov District
Former Overlord Grachi backed by Renegade Operatives launch a coup
and declare the that the Mochov District free of TOG. The armed
forces split and civil war erupts.

6837.06.20    Kessrith Empire
The Kessrith seeing a chance to regain lost systems begins a hasty
invasion of the Mochov District.
  Don Gallager's Vindicator BACK

Don Gallager was writing a new history thread for Renegade Legion when Nightshift Games dropped the line. It dealt with the TOG civil war, as well as some interesting happenings in the Commonwealth/RL forces, spicing up the universe and adding more to it than the 'big bad guys versus the underdogs' in the process making it more realistic (more going on) and due to this richness, opening up more possiblilities for action and RPing...

Here's the quick rundown on it based on a recent conversation I had with him...


Don: Certainly -- I have no objection, although for everything to make sense 
they would have to see the OPERATION VINDICATOR scenario book that I did, which 
would only really be useful after release of the revised INT and LEV rules.
However, I can give you a synopsis here tonight in the interim...
OK.  Underlying assumptions first: as we've said before, TOG's fleet 
outnumbers that of the RL/CW by 10-1.  After deductions for internal security and 
the K-R front, over all superiority is about 3-1.
At present, the Commonwealth War is allowed to stagnate for internal TOG 
political reasons -- without an external threat, dictatorship is harder to 
justify, etc.  Within TOG are various Overlords-at-Large, all maneuvering for the 
throne should (or when) Caesar dies.
However, there is considerable dissent within certain elements of the TOG 
Navy, which the shabby fate of the KRAKEN Squadron highlights.  Add to this an 
only nominally-allied Naram Republic relatively near to the Commonwealth Front, 
and there is potential for real trouble. 
Within the CW's highest leadership, the long-term futility of the war is well 
understood.  This has led to factions appearing: one holding for a continued 
defense, and the other (largely the RL and supporters) advocating an offensive.  

Kannik: Ah... so both sides show split... nice...

Don: So, the ingredients are in place for VINDICATOR:  Main characters are TOG 
Grand Admiral Piter De Vries, CW Admiral Jenin Curtois, RL General Anthony Biders, 
and CW Intelligence head Josef Kintara.
De Vries, working under Aldron Mannius, has been given a relatively free hand 
to deal with the CW after the KRAKEN episode.  Mannius sees this as a way to make 
himself look good and position himself for a power struggle someday.  De Vries has 
his own ideas, and has established surreptitious contacts with CW leadership.
The plan: After making himself look good by beating on the CW front line, De 
Vries will make a bid for power himself.  The tradeoff is that as he moves on 
Terra, the CW leaves his rear alone while retaking most or all of their lost 
territory "in the confusion".  
This plan is not approved by all CW leaders, though.  Kintara feels that De 
Vries has no chance to win -- and moreover, doesn't trust the RL as an independent 
force, since they considerably outnumber the CW and have their own agenda, which 
doesn't fit in with his or that of his aristocratic allies. 
Kintara's plan:  Let De Vries do his thing, but make certain that the RL takes 
the brunt of the losses during all phases of the plan while making sure that CW 
forces remain intact, so that when the great readjustment comes, the RL will have 
to take the role of "best sword" rather than stronger partners in an alliance.

Kannik: Kannik absorbs all this with great interest... }:)

Don:  Now for the next level down: Curtois, a Naram, is aware of De Vries' plan but 
doesn't trust it or him -- she goes along reluctantly, causing clashes with the 
gung-ho Biders, who doesn't realize that all of the fighting in De Vries' big 
offensive is effectively a sham and reacts to it as though it were serious.
Not too Byzantine yet, I hope...

Kannik: -laugh-  No no, not at all...

Don: After several clashes, Curtois allows herself to be taken 
prisoner by De Vries 
to ascertain his intentions, or to kill him as needed (a'la Zenobia of Palmyra -- 
always knew that an honors in history would come in handy someday!) Various 
complications ensue, at the end of which Curtois has agreed to cooperate with De 
Vries and has warned Biders of Kintara's secret agenda.  VINDICATOR ends with De 
Vries receiving a Warlordship from Mannius, who has d

Don: ... decided that De Vries is just the weapon needed to move against Caesar in 
the relatively near future. 
My original plan was to do another scenario book to get from this point to the 
start of the Civil Wars.  Never had time to write it, but I had a fairly detailed 
outline done and had written some of the connecting scenes already.  Details 
follow:
As Warlord of the Orion District, De Vries amasses forces for what is billed 
as a "Final Offensive" against the CW Front, but is delaying and waiting for an 
opportunity to strike.  Mannius is unhappy, but is also waiting, for the word is 
out that Caesar is very ill and has been successfully hiding it up until now.  
Meanwhile, Curtois has been acting as go-between with the Naram Republic to get 
them on De Vries' side.
TOG also has a new problem on the K-R Front, forcing Caesar to recall Grand 
Admiral Flavius Marcellus, the "Sword of New Rome", whom he retired because of his 
inflexibility and super-Roman attitude.  Marcellus is sent off to the front with a 
large fleet of his own, and is also aware of Caesar's condition.
Lastly, CW/RL relations have cooled noticeably after Biders finds evidence of 
Kintara's plotting, but Regent Lukanther keeps them in line with considerable 
difficulty.  All of these threads coalesce when Caesar dies without warning; the 
Overlords are scrambling to murder each other.
De Vries allows enough of this to go on for his men to appreciate what scum 
they work for, finally allowing Mannius to be killed by one of his competitors and 
raising the standard of revolt.  His announced goal is to restore the Republic; 
the Naram rise in sympathy as well, while the CW/RL do their part as planned.
Faced with this combination of threats, Marcellus declares himself Imperial 
Warlord and intends to fight with great vigor.  This doesn't sit so well with his 
two main competitors, but at least initially they cooperate for the common good of 
TOG.  Ultimately, however, only one man can stand on the mountain -- and it's here 
that the Civil Wars game begins.

Kannik: I like I like I like... TOG factionalism could be very cool... though the 
  faction that controls the space close to the CW border has the worst deal of all...

Don: Still with me?
The game is set up for up to 6 players: CW/RL, K-R, Republican/Naram, and 3 
TOG players. Each has its own victory conditions, which may require a greater or 
lesser degree of cooperation (especially for TOG).  The "TOG Faction" closest to 
the CW border in this case are the ex-TOG Republicans, whose territory adjoins the 
Naram Republic.
Anyway, the point of all this is to create a situation that is highly fluid 
both politically and militarily -- and, for those who are LEGIONNAIRE players, to 
give a much greater scope for adventures.
At any rate, that's the short version.  Feel free to circulate or condense as 
needed -- and, once INT and LEV are up on your site, VINDICATOR can follow.  It 
was written pre-rules changes, so the scenarios will have to be rewritten 
somewhat; however, if you want, I can DCC the file to you so that you can have 
first crack at reading the story in more detail.

PROPOSALS FOR FOLLOW-ON RENEGADE LEGION PRODUCTS

(SUPPLEMENTAL NOTE, 6/16/93: For continuity, it might be better
to put OPERATION VINDICATOR and ACROSS THE RUBICON together as
one big book-- this would take the reader from the beginning of
De Vries' plot to the outbreak of the Civil War in one
installment, as well as avoid a certain amount of duplication. 
If this were done, however, I would also suggest that the changes
to LEVIATHAN and the proposed new counters be done as part of the
reissue of the game or in some other fashion to lower the page
count and cost-- after all, we'd be talking about 40+ scenarios
plus interludes and background in one volume. Suggestions?)  

SOURCEBOOK 2: ACROSS THE RUBICON
BACKGROUND BRIEFING: Story resumes appx. 1 year after end of
Operation Vindicator. During this time, Caesar's health has
declined sharply, and the news is slowly filtering out to
the Overlords despite attempts at secrecy. With a power struggle
inevitable, all are sharpening their knives while trying to build
up popular support via military triumphs, etc. The biggest con-
tenders are Aldron Mannius (Orion District), Kittrich Dulor
(Mochov), and Gaius Kadenborg (Overlord-at-large, currently on
Terra in the Senate). To delay the inevitable as long as
possible, Caesar deprives Mannius of his extra military command
in Mochov and plans to bring Flavius Marcellus (a fanatic TOG
traditionalist) out of enforced retirement as a counterbalance.
As TOG fights a surprise KessRith offensive near Ssora Space, the
struggle among the Overlords becomes more overt. Mannius, now in
need of a bigger armed force and military glory, backs sweeping
military reforms and small advances on the Commonwealth Front
driven by Piter De Vries and Lar Waffing, but with ill grace--
they aren't quick or spectacular enough for his purposes. With
the secret peace plan in force, the Commonwealth Front has been
"readjusted" with a minimum of bloodshed and a maximum of
propaganda; no real major actions have happened since the last
battle near Rolunitru. During this period, the Renegade High
Command has been put in the picture by Stephen Lukanther, and the
treacherous Josef Kintara has lost his intelligence job
(although his friends in high places have managed to keep him in
a responsible position-- a problem which will resurface much
later!).  As a gesture of independence in the wake of the
inquiry, the Renegades are preparing for Operation Longjump-- an
offensive across the Rift into Mochov District. Anthony Biders,
newly promoted, will lead the attack, but the planning has
been done by Jenin Curtois at his request. Jenin has been the
crucial player in the last few months, as she has provided
liaison between the Renegades, the Commonwealth and her lover De
Vries, as well as having begun negotiations with the Naram
Republic through the Mayan movement.  All these threads are
starting to converge as the story resumes...

OUTLINE OF STORY & SCENARIOS

FIRST INTERLUDE: Introduce Flavius Marcellus, who is recalled to
duty by Caesar himself after a shameful TOG defeat on the K-R
Front. Thumbnail sketch of the TOG Senate in action. 

SCENARIOS 1-3: TOG/Ssora forces under Marcellus vs. the K-Rs. One
scenario each for CENTURION (henceforth C), INTERCEPTOR (I), and
LEVIATHAN (L).  Lots of new hardware and rules for both alien
races.

SECOND INTERLUDE: Negotiations between Jenin and the Mayans.
Background information on the Naram People, and updates on
Jenin's romance with De Vries.

SCENARIO 4: (L) TOG recon raid against the "Thin Blue Line",  the
string of fortified way stations across the Rift between the
Commonwealth and K-R space.

SCENARIO 5: (I) "Battle practice" dogfight along the static
Commonwealth Front-- neither side will fight to the death. TOG
testing new tactical concept-- corvettes used as gunships to back
fighter squadrons.     

THIRD INTERLUDE: Lar Waffing shows new superships to Mannius and
explains policies needed to produce them. Background on
economic/logistic side of the RL universe.
  
SCENARIO 6: (L) Wargames between Mannius' guard squadron and a
few of the new ships. Give players a chance to get the feel of
the new rules and systems on a small scale. 

FOURTH INTERLUDE: Jenin and Anthony Biders confer just prior to
the start of Operation Longjump. Show strategic objectives of
plan, as well as Renegade reaction to the peace plan
controversy.

SCENARIO 7: Raid on a T-Doppler station by Renegade Marines. Use
new PHALANX game (henceforth P) in preference to LEGIONNAIRE (?)

SCENARIO 8: (L) Biders redeems his defeat at Rolunitru.

SCENARIO 9: (C) Drop-pod attack to secure a bridgehead by
Renegades using ATs (if approved, see below!) or laser sleds if
not.     

FIFTH INTERLUDE: Reunion of our lovers after several months.
Jenin and Piter bring each other up to date, especially on a
happy surprise-- she's pregnant! Meanwhile, rumors that Caesar
is slipping fast intensify-- how long can De Vries hold off
Mannius' desire to gain glory with a major attack on the
Commonwealth?  

SCENARIO 10: (L) Goaded by rumors noted above, Mannius takes
pre-emptive action: his guard squadron attacks Dulor's, trying to
destroy him while aboard his "mobile palace",  a giant
luxury liner. Introduce rules for non-combatant ships here.  

SCENARIO 11: (P) Finale to above action-- boarding battle on
liner between elite bodyguard units, with Dulor as the prize.

SIXTH INTERLUDE: Marcellus updates Caesar re: his campaign.
Caesar, realizing that his days are numbered and seeing the
struggle already starting, promises Imperial Warlordship to
Marcellus if he can beat the K-Rs quickly, so that there will be
a strong successor. Also give snapshot of internal TOG politics.

SCENARIO 12: (I) Run-up to big battle. Heroic death of a TOG
recon squadron paves way to victory for Marcellus.

SCENARIO 13: (L) Based on last scenario, recon data allows
Marcellus' strike force to decapitate large K-R fleet; main
action takes place off-screen.

SEVENTH INTERLUDE: In wake of Marcellus' victory, Mannius demands
action NOW! Nasty scene ensues with De Vries in which
Talleyrand's line about treason being a matter of dates is
used. Overlord gets his way, but feelings are bad in the fleet--
which Piter encourages covertly while publicly obeying orders.

SCENARIO 14: (I) Attack on Defiance's outer fortress line.
Bloodbath for TOG, as the front line has been massively
strengthened during the quiet period.

SCENARIO 15: (C) More of the same, but on the ground on a
low-gravity, airless moon. Anger at Mannius' senseless orders
grows.

SCENARIO 16: (L) Revenge attack by remainder of Dulor's political
allies takes out Mannius; De Vries deliberately lets them
infiltrate his fleet to attack, taunting Mannius with his own
remarks as the shooting starts.   

EIGHTH INTERLUDE: Caesar finally dies, and all the Overlords'
knives are out. After a short delay to let everyone commit
themselves and allow his own troops to see what the men who rule
TOG are really like in the crunch, De Vries announces his own
revolt. His statememt plays on the Overlords' irresponsibility,
selfishness and treachery, then goes further: restoring order
isn't enough, he'll "restore the Republic" -- and announces the
end of the Patria Potestas and slavery within the space he
controls. Jenin makes an address to bring the Naram and alien
races in, using her position and coming child as the best proof
that De Vries is sincere and that the xenophobic policy is out. 

SCENARIO 17: (I) Rebel force tries to capture VLCA to insure that
messages of revolt are beamed as deep as possible into TOG space.

SCENARIO 18: (L) Naram ships turn on their TOG "advisors" in
response to Jenin's appeal.

SCENARIO 19: (C) Slaves revolt in huge labor camp in Mochov
District, aided by Renegade SF troops using ATs (if approved) or
light armor otherwise.        

SCENARIO 20: (P) Marcellus' ships are on their way back to Terra
so that he can take up his new job when the revolt happens.
Mutiny takes place aboard one of them in response to the
news, but is crushed with an iron fist.

EPILOGUE: The Senate is in a panic, but calm is finally restored
by a broadcast from Marcellus, who assumes the Imperial
Warlordship as per Caesar's last command (with the aid of
Kadenborg, who is trying to ingratiate himself). He forestalls
many of the Overlords' ambitions by stating that he will not seek
to be Caesar, but instead that "elections" will be held after De
Vries and his friends are defeated. Everyone is quiet for now,
but only because they are hedging their bets-- if they see a
clear shot at the Purple, they'll take it. Everyone is also
convinced that the rebels won't last long, which leads them to
overlook some of Marcellus' rigid ideas about corrupt practices
in wartime. For now, all eyes are on Marcellus amd De Vries. The
Civil War has begun...    

CENTURION -- RULES CHANGES:
  -- ATs: Initially for Renegade/CW only, possibly later for TOG.
Concept: Small powered armor suit, which is normally "driven"
rather than "worn" (gets around such problems as the
genetically-altered infantrymen of the Clans ala' BATTLETECH),
although control can be overriden in emergencies. Allows 1 man to
do job of an 8-man infantry squad, thereby helping to redress
manpower imbalance vis-a-vis TOG. In CENTURION terms, AT is a
vehicle that  can weigh up to 25 tons, carry up to 4 vehicle-type
weapons, but has only a single armor block and no ballistic
protection. AT moves at ground vehicle speeds, but may move like
bounce troops. Typically used as assault/commando force, or
riding on sides of modified APCs or tanks. Several typical AT
designs, and one for an ATPC based on the Viper, will be
presented.    

STAND-ALONE GAME: DUX NAVALIS
BASIC CONCEPT: System, able to integrate with PREFECT, allowing
fleet-level naval battles. Each counter will represent 1-100
ships, a single command or specialist ship, or a variable number
of independently-operating fighters. Heavy emphasis on various
nations' doctrines, formation and command control, simplified
insofar as possible. Tracking of damage and casualties done on
status sheets; combat is handled statistically with a minimum of
dierolls, but a calculator is strongly recommended. Scenarios to
include Frawtaw's Star, New Dogger Bank; others to be announced.

SOURCEBOOK 3: THE CIVIL WAR
BASIC CONCEPT:  More scenarios for all of the RL series games,
including several large battles for DUX NAVALIS and PREFECT, and
a combined PREFECT/DUX NAVALIS scenario depicting the siege of
Terra itself, the greatest fortress star system of all! Briefly,
TOG will only be able to muster 3:1 overall naval odds against
the Coalition (Republican, Naram, Renegade, and Commonwealth)
forces due to K-R pressure, the need to maintain strong rear-area
forces to prevent revolts, and unwillingness of ambitious
Overlords to let too many of "their" ships get destroyed before
the struggle for the Throne starts again.  This imbalance will be
made up in part by superior Coalition weapons and tactics plus an
initially higher production rate, but they must strike hard and
fast to disrupt TOG; they cannot win another long battle of
attrition. The Coalition will thus drive on Terra to compel TOG
to fight rather than pursue a Fabian strategy.  Several giant
fleet battles result, with Marcellus being defeated at last ala'
Pompey at Pharsalus. Final outcome: De Vries "restores" the
Republic, but naturally more authoritarian than before for
practical reasons. Unrest grumbles on in a few places, and the
K-Rs begin to act in a threatening manner again...  

ADVENTURE BOOK: WORLDKILLER
BASIC STORYLINE: Several years after the end of the Civil War,
and things are still shaky within the Third Roman Republic. The
understanding that De Vries had with the K-Rs is breaking down,
as the aliens can see that human military power is badly drained.
As an ultimate deterrent, the Republic is building a doomsday
weapon-- unstoppable by any conceivable battlefleet and able to
destroy an entire planet with one shot. K-R intelligence gets
wind of this, as do TOG loyalist remnants, and the race is on to
seize, destroy or guard the research team and/or the weapon
itself. Possible three-sided adventure, with differing objectives
ala' TESSDRAKE RUN. Conclusion: Republic finishes and
demonstrates weapon, then hands technology to K-Rs, Ssora and CW
after producing a large stockpile of its own to establish balance
of terror and (hopefully) lasting peace settlement thereby.
Rationale:  with such weapons, there is no safety and no gain
from fighting-- so why do it?   

SOURCEBOOK 4: THE "ISLAND WAR"
BASIC STORYLINE: Decades after Civil War and establishment of the
Armed Peace, war breaks out again-- but in an unexpected place:
the "islands" linking the Magellanic Republic with the Milky Way!
Each "island" is a collection of O'Neill colonies spaced 1 month
at top T-Space velocity apart, used to bridge the gap between the
Cloud and the various nations. The K-Rs, chafing at enforced
idleness, decide to go after the Vauvusar et al., who don't yet
have the technology for worldkillers. Everyone else finds out
that these weapons are great for defense, but useless for
pressure unless they want total cataclysm (ala' Hungaria 1956)--
so, the K-Rs are on the loose. No one will officially do
anything, so a new Renegade Legion movement springs up-- this
time, volunteers going to help the Magellanics against the K-Rs.
This book to provide jump-off point for an entire new series of
games, etc. as the data for the Magellanics doesn't exist, and
the K-Rs still remain sketchy. Mix and match characters,
backgrounds, hardware, etc. from different nations and factions.

Hi!
Yesterday, I re-visited your webpage and browsed through some documents,  
including Don Gallager's Civil War Memorandum.

OK, most of it is really neat stuff, changing the universe to a good  
extend. I like most of it.

Ce que je n'aime pas DU TOUT, c'est la fin. It IS a nice idea to have the  
nice boy from Giedi Prime desert to the Renegades - and taking most of his  
fleet with it. It may also be that Caesar Iulianus dies without being able  
to name a successor. (In this case, however, I would say he got a meta- 
virus of the snow plague that set his body to rapid decomposition. Had he  
known that his time had come long beforehand, I think he would have coped  
with his succession.)

What I cannot bring me to accept is the end of TOG. I think that is a  
story element that made up the feeling of the universe.
So, why going from one extreme to the other? My proposal:

> SOURCEBOOK 3: THE CIVIL WAR

Several giant fleet battles result, with De Vries surrendering to  
Marcellus at last. Meanwhile, Renegade agents capture the newly built  
Mannius-class battleship out of the shipyards, in the vicinity of Trans- 
Pluto, naming it the RNS Constantin. In order to reach a quick cease-fire  
between the remaining of De Vries' fleet and his loyalists to restore ius  
imperialis et disciplina (law and order), Marcellus signs a peace treaty  
with De Vries and releases him to a small desert planet in the Naram  
republic after his fleet pulled out of the terran system. After that, he  
returns to Terra in his own Mannius-class ship, the INS Caesar Marcellus.  
He is received in such a tremendous triumph all through the empire that  
the Senators and Overlords alike kneel to his glory - or face his wrath.  
Some Overlords who pissed him off too big time desert with their forces to  
the Commonwealth or the Renegade Legions, still strengthening their  
military power. Caesar Marcellus brings forth some reforms to the Ius  
Imperialis and the TOG society, although not touching the basics of the  
TOG.
Marcellus' and De Vries' peace treaty: All fronts are subject to a five- 
yeared cease-fire, beginning at once. The fronts are fixed as they are at  
the moment. (For the CW-TOG-front, this means that the front is /inside/  
the Alaric march; in the haste, it is not written down where exactly.  
(Actually, it /was/; it was even fixed which planets inside the Counties  
and which Continents of contested planets belong to whom; unfortunately,  
this addendum was ,lost' after some re-adjustments by De Vries. Yes, the  
Renegades have their buttholes, too - that's what makes them so  
realistically likable, after all.) This results in a re-eruption of the  
fights in the Alaric March after some years - but, most of his military  
power bound elsewhere in the Empire, Caesar Marcellus decides not to wage  
such an attritive war as his predecessor. TOGs are on the defence in  
Shannedam County! - After all, like George Orwell put it in 1984 in 1947,  
a little border scirmish is good for the morale. And after all, the Peace  
Treaty is not (yet) violated, as the fronts are still within Alaric March,  
so Marcellus can afford losing some ground without losing his face.)
TOG declares the cease of the ,seduction' of the Naram Republic at once  
(or sooner), allowing them to pursuit their own future now. TOG-loyalist  
Narams migrate to still-TOG held Dalvik district in the following years.  
Minor fighting between the Naram Dalvik overlord and the Naram Republic  
about some planets at the border.
TOG at once leaves the KessRith-space.
Consequences of the treaty:
- TOG is in the defensive in Shannedam County
- The Ssoran finally succeed to pull out a real Renegade underground in the  
confusion
- Five-yeared breath pause for the combatants
- The ZOG come to respect the Renegades, as the Renegade De Vries in  
Constantin's name came to Terra to restore the honour of his cause.  
(Actually, he wanted to shoot it out with Marcellus, but hey - sometimes,  
the loser writes some history, too.)

Marcellus' reforms:
 - Patria Potestas is reformed in a most fundamentalistic way. After the  
depopulations of the Snow plague, PP should have put the population levels  
back to normal scales by stripping women of duties beyond... restoring the  
population levels. So, the Nova Patria Potestas honours that:
  * Every planet gets a population level. Upon reaching that, NPP is  
abolished, giving women full citivenship.
  * Illegitime Children are given plebeian status or better. A slave woman  
giving birth to four children can opt to attain plebeian status.
  * Pregnant women receive full citicenship in their class for the  
duration of their pregnancy and one year thereafter. (This is called the  
rabbit article.)
  * Every woman giving birth to more than six (actually, between four and  
eight, depending on the planetary conditions - on Index, a truly  
paradisical planet who suffered terrible from the snow plague (which keeps  
popping up and killing some ten thousands from time to time), it is 12!)  
children or finishing her 60th year retains full citicenship.
  * If a woman is killed, this is to be considered murder, even if she was  
a slave and died at the hands of her master.

These ,reforms' are, of course, terribly cynic; for one, bettering the  
status of Slave women or plebeians, but also worsening those of patrician  
women. (PP was not truly practiced in this class. As Marcellus was  
educated partly in Potsdamm county and at New Sparta, he started a quite  
rigid practice of the NPP also in the patrician class.) This deprived the  
Underground to a certain extend of female agents within the lower classes  
- but now, some real high-up official women with lots of money and power  
joined the big bad red R.
 - It is simplified for members of one class to climb to another or fall  
back from patrician to plebeian. This degrades some lazy patricians, and  
adds much to the dynamic of the society.

Marcellus is not truly behind these reforms. But he sees it like the  
German president Hindenburg pre-1933: He does not stand behind the system,  
but as the system is good for the Imperium, which is his (prussian) duty,  
he serves it with all he has to give in order to serve the Imperium  
Immortalis.

Marcellus tries to build his own death-star, but Renegades can destroy it.  
First, Renegades try to spread the technology - but soon they realize that  
it was Nobel who spread the dynamite technology for the same reasons. And  
all it did was worsening wars.

A treacherous plot by a Imperial Praetorian Warlord and a Vauvousar vivil  
servant civil servant make it public that the Vauvousar all the time  
oficially equipped ,volunteer mercenary' B'ekkal Units to help the  
Renegades. Evidence is created that the disease which killed our great  
leader and imperial-chancellor(tm), Caesar Iulianus, was murdered due to a  
twisted plot by evil Vauvousar ambassadors.
Caesar Marcellus has little chance but to start a war with the Vauvousar  
because the situation in New Rome is not THAT stable now and Marcellus is  
not already sitting firmly in the saddle. KessRith come to the aid of  
Vauvousars. This opens two new fronts. Marcellus gets some publicity-rich  
victories, and as the defeats come, all eyes in the empire watch the  
Operation House-Cleaning, in which Marcellus in conjunction with some  
allies strike down on some Lictor werewolf organisations. In the end  
everyone is happy again, especially the inter-galactic junk merchants and  
the players enjoying some really whiz-bang material battles.

OK, this is how I would alter the storyline. (OK, I know, I know, I'm over- 
achiving again.) I think this would give some new perspectives to the game  
universe, without altering too much.
